To actually find the absolute index of refraction for a substance as described above, the light ray can not go, say, from air into water. This effect could have implications in relation to using optical nanofibres for probing and manipulating cold or ultracold atoms. It’s a shame that these stories are often overlooked, because they can often tell us more about how science is done than the famous success stories can.
