This is because the House of Burgesses started in Virginia, one of the original colonies. He did make some attacks on trusts, and he promoted regulation of interstate commerce as well as passage of the Pure Food and Drug Act (1906) and legislation for the conservation of natural resources. These are basic rights, such as freedom of speech and assembly, that are protected from government interference. The turning point (if memory serves me correctly) in the negotiations is when Franklin led prayer over the proceedings.
